No anyone can set one up if you look at webeden my friend uses them for her website, James uses lcn as a host. ??
You generally have to purchase a domian name or windows live I believe you can set up a basic website free. I think Lisa legs is a good one to ask ??

Depending on the use, like if its something personal, rather than commercial, you can use any of the free website hosting sites - they allow you a simple website for free, and they show a selection of adverts on it in exchange

Some ISPs also give you a free page - so check yours in ase you have that offer.
