They are kits you can either get from the police station or online that will finger print your kids and include a dna sample(hair clippings or a swab) and a recent photo of your child should they ever go missing. The first 48 hours are crucial and so much time is wasted on gathering info to give to the police. Most school systems do it over here when they have their safety assemblies.
